ccording to the Ruling of 04/04/2016 of the University of Castilla-La Mancha, on delegation of the responsibilities of the Chancellor in different matters and to institutions, Management is responsible for:

Without affecting the responsibilities conferred on Management in virtue of articles 23 of the Organic Law of Universities and 59 of the University Statutes, this institution is entrusted with:

  • The responsibilities related to the staff members and administrative and services auxiliary staff at the University of  Castilla-La Mancha, as set out in the Organic Law 6/2001 of the 21st of December  of Universities, legislation on civil service or regarding auxiliary staff as well as the collective agreements that affect the latter, the University Statutes and other supplementary regulations, concordants or implementation of these, as well as harmonization , if applicable, of the administrative and services staff in the situation foreseen in article 144 of the University Statutes. The following responsibilities are always excluded from this delegation :
    • Appointment of professional civil servants.
    • Applying penalties for very serious offences to the administrative and services staff, both to staff members and auxiliary staff.
  • Approval of expense files and payment orders, except those related to the provision of infrastructures.
  • In general, in matters of administrative hiring related with programmes that are not about infrastructures nor minor contracts for culture, sports and university extension activities, all responsibilities which as a hiring institution, are the duty of the Chancellor.
  • Approval of the list of all particular administrative clauses and technical prescriptions which the administrative contracts signed by the university must adhere to.
  • Responsibilities which, in accordance with the legislation in force, are duties of the Chancellor regarding health and safety at work.
  • Chairing the Commission for Social Action and, in general, as many responsibilities the Chancellor has, in accordance with the legislation in force, regarding social action at the university.

Without affecting the responsibilities which, generally, are duties of the Vice-chancellor´s offices, Secretary General and University Management, the permanent and temporary management centres and institutions which may replace them in the future are entrusted with authorization, expense allocation and official regulation of this in the terms set out in the basis for annual budget execution of the university or the regulations for financial management.

The Deputy managers of the campus are entrusted with signing the decisions for approval or rejection of requests for reimbursement of fees paid for academic services. Rulings regarding appeals made against these judgements lies with the Secretary or Secretary General, in accordance with that set out in the ninth regulation, paragraph 4.

For efficiency and regarding the multi campus structure at the university, the area managers and deputy managers of the campus are entrusted with signing decisions and administrative acts related to those matters which are expressly determined by the university Management, always excluding decisions to apply penalties. Rulings on appeals made against judgements signed by delegation are the responsibility of the Secretary or Secretary General, in accordance with that set out in the ninth regulation, paragraph 4.
