INTERVENTION TEAMS

The intervention teams in each building will act in emergencies according to the Self-Protection Plan, following the instructions of the Emergency Chief. They will also conduct periodic safety inspections of the assigned areas.

Intervention Teams in Educational Centers:

  • Emergency Chief: The main Emergency Chief will be the Dean, Director, or the highest academic figure of the center or building. This will be a single person, even if there are multiple degrees and therefore multiple Deans or Directors in the same building. The one with the highest number of students will be designated as the Emergency Chief, and the others will be designated as Intervention Chiefs.
  • Substitute Emergency Chief: This can be any of the Intervention Chiefs or the Command Post Manager.
  • Intervention Chiefs: These will be the Vice Deans, Deputy Directors, and the building Administrator (three or four people maximum, depending on the size and organization of the center). They can replace the Emergency Chief in their absence.
  • Command Post Manager: The Building Manager will be the main Command Post Manager, and the Service Officer will be their substitute, or any of the service assistants. They can handle the emergency in the absence of the others.
  • Other Members: Up to approximately 10-15 people will be chosen based on their location in the building and their longer presence at work. This personnel will be selected by the Emergency Chief from the Administrative Staff, Laboratory Staff, and Teaching and Research Staff (PDI). The rest of the PDI will support the evacuation with the students of the center. Each PDI will be responsible for evacuating the students present in their classroom, laboratories, or practice group.

 

Intervention Teams in Non-Educational Centers (administrative, research, residential use, etc.):

  • Emergency Chief: The main Emergency Chief will be the highest-ranking administrative/academic figure of the center or building (a single person).
  • Substitute Emergency Chief: This can be any of the Intervention Chiefs or the Command Post Manager.
  • Intervention Chiefs: These will be those who can replace the Emergency Chief in their absence, following the administrative/academic hierarchy of the center (3 or 4 people maximum).
  • Command Post Manager: The Building Manager will be the main Command Post Manager, and the Service Officer will be their substitute, or any of the service assistants. They can handle the emergency in the absence of the others.
  • Other Members: Up to approximately 10-15 people will be chosen based on their location in the building and their longer presence at work. This personnel will be selected by the Emergency Chief from the teaching, administrative, laboratory staff, etc.
FUNCTIONS OF THE INTERVENTION TEAMS MEMBERS
  • Upon receiving the alarm, he/she will go to the Command Post and assess the situation (through the Intervention Chiefs or any other person).
  • He/she will declare the states of Emergency Attempt or Emergency, and in this case, will give the corresponding evacuation order.
  • He/she will assume the direction and control of all actions during the Emergency (calling the fire department, opening routes, cutting off installations, etc.).
  • He/she will make the necessary decisions until the arrival of the fire department and will inform them of the situation upon their arrival at the building.
  • He/she will declare and communicate the end of the Emergency.
  • He/she will inform the Vice-Rector and the Deputy Manager of the Campus about the emergency situations that occurred in his/her center.
  • He/she will issue a report of the incident to the SPMA (Servicio.Prevencion@uclm.es) for which there is a form model for investigating incidents and emergencies.
  • He/she will go to the incident site and inform the Emergency Chief about the magnitude of the emergency.
  • In the case of an emergency attempt, with the available human and technical resources, measures will be taken to return the situation to normal.
  • In the case of an emergency that exceeds our resources, the Emergency Chief will be informed as quickly as possible to decree the evacuation of the building.
  • Once the information is communicated to the Emergency Chief, he/she will follow the Chief’s orders for any other tasks that may be assigned and, in any case, will assist in evacuation efforts like any other member of the intervention teams.
  • He/she may substitute the Emergency Chief in the absence of the latter.
  • When he/she become aware of an emergency (notified by another person or detected by the alarm), he/she will inform the Emergency Chief and the Intervention Chief.
  • Upon the arrival of the Emergency Chief, he/she will follow their orders and, among other possible actions, will communicate the situation to external emergency services (1-1-2) according to the established call procedure. He/she must ensure the evacuation routes are open and proceed with any internal or external telephone communications assigned to them.
  • He/she will be responsible for the maintenance and updating of the first intervention cabinet located at the command post (paper copy of the Self-Protection Plan available to external emergency services, updated list of intervention team members with contact details, brochures, posters, and equipment available for action in case of an emergency attempt and emergency).
  • In the Initial Phase, they will attempt to control the situation according to their previously acquired knowledge and with the available means, always acting in pairs, and will quickly inform the Command Post (concierge), which in turn will inform the Emergency Chief.
  • In the Emergency Phase, they will completely evacuate their area, ensuring there are no occupants left, and as they evacuate, they will close all doors behind them (closed in case of fire, open in case of a bomb threat).
  • They will lead the occupants of their area to the Assembly Point, preventing anyone from entering the affected building. They will act with calmness and serenity, but also with firmness.
  • In any case, they will follow the orders of the Emergency Chief or the Intervention Chiefs.
  • They will collaborate with the intervention team members by following their instructions and will quickly leave the area they are in.
  • They will proceed, following the intervention team of their area, to the External Assembly Point, not re-entering the affected building once outside. They will act at all times with calmness and serenity.
  • In any case, they will follow the orders of the intervention team, returning to the building when possible once the emergency is over and the Emergency Chief indicates it.
